My ceiling fixture in the kitchen has sockets for two bulbs and is covered by decoratve glass. Right now, one bulb (CFL) is out and I haven't had time to replace it. With the wall switch turned off, one of the bulbs seems to be emitting a burst of light every few minutes. I can't determine which one. What is going on?

What's going on is you now have two worn-out CFLs. I would open that fixture and replace both and you should be good to go.
