Basement Window Wells Filling With Water

My contractor sealed up the basement windows and left the window wells open. Should I fill them? If so, with what? There are minor leaks in the basement area where they are and I believe the wells are filling up with water, causing the slight leaks.

Your contractor took the wrong approach to your window wells.  They're now basically fish tanks!   Window wells should have drains that allow water to exit the window well before rising to the point where it seeps into your basement.  Drains can be connected to interior or exterior drain tiles.  Install it properly and keep it clear of debris, and the drain should keep your window well from filling with water.
