Home Improvement Work/Guarantee

We had work done by a co. who advertises licensed but used unlicensed, unqualified workers. They never got around to signing the agreed upon estimate and we can't get certain things fixed that weren't wrong before they got there as well as things promised that aren't done correctly--plumbing and electric by unlicensed people. Does the original agreement stand up since the revised wasn't signed? Do we have to pay before it is done right? Their website guarantee states that they do it to customer satisfaction; is there anything to hold them to the job done right?
