I own a Bed and Breakfast Inn located in the Mountains of Western North Carolina, Asheville. My guest come and go as they please all times of othe day and night. We serve a candlelight breakfast each morning. In our dining room our guest have access to both hot and cold beverages throughout their stay. Inveribly they will turn onthe lights and fail to turn them off when they retire to there rooms...this space is used for breakfast where we dim the lights and light candles..

I am a Lutron employee and I want to reply back to you on your question. We do make a Occupancy / Vacancy Sensor that has a dimmer feature along with it. The model number is MS-OP600M-WH which can be set as a Vacancy only model if you wish. We do make a Vacancy only model which is MS-VP600M-WH. One thing to note is that these will only work with Incandescent and Halogen bulbs.
