I believe the most efficient water heaters on the market are the tank less water heaters but they are expensive. I do know gas water heaters are probably the best for your money. Investing in a water circulatory system might be something I would look into as well. Always install a thermo blanket for whatever water you buy.

Tom's comments are not quite accurate. The difference in heating capacity is measured in BTU's , or, temperature rise at a given flow rate, and this has little to do with efficiency (ie, heating water by "x" degrees for "x" period of time).

Rheem does not make competitors water heaters... ONLY the Rheem brand.
Rheem makes the GE hot water heaters, including this heat pump model. The hot water heater is identical except for the brand name. The confusion arises because there are three different modes to run the heater in, one of which is 2.0 EF, one of which is 2.5 EF according to the spec sheet my plumber sent over.
Thanks for your comments, but the EF is not the whole story. Looking at just the EF doesn't take into account the size of the water heater, or how long it takes it to heat the water. If one unit can heat 50 gallons of water in 6 hours, but it takes a different unit just two hours, that is energy efficiency that is not measured by the EF. So looking only at EF numbers across the board when comparing different brands, you cannot accurately make an apples to apples comparison. Secondly, one of the models you mentioned is not currently available in the U.S., and the Rheem unit is available right now, without waiting or special ordering. So we are pretty confident that the article is accurate and honest.
The Rheem unit is definitely an energy efficient unit, but the Energy Star website lists other heat pump style water heaters that have higher energy factors and are therefore, more efficient. The energystar.gov website lists an 80-gallon Steibel Eltron model with a 2.5 energy factor, and a 50-gallon GE model with a 2.4 energy factor. The Rheem unit is only listed as a 2.0 energy factor, so the statement that Rheem is "The most energy efficient water heater available now" is inaccurate and misleading.
