Floor Dropping

Q:

The pass owner built out into the front porch.  Where the porch was is now a closet and bathroom, a middle front foyer and the other side of the porch is a sun room.  The bottom of the porch is now enclosed, I believe, with cinder blocks.  It has a small vent on each side of the house.  What I am finding is that the floor in the bathroom, at one side of the house, is slowly dropping.

Not sure but my guess is that It may be rotting wood due to water.  The foundation may not have been beefed up to support the load.  Not sure if it is even insulated.

How should I appoach this? Bring in an inspector, engineer?  Open the outside enclosure?  

Any ideas?
